The October 30 Cabinet meeting has decided not to celebrate the Constitution Day this year and has cancelled the public holiday on the day, which falls on November 9."It is not necessary to celebrate the Constitution Day as the country is not functioning according to it, rather we have made major changes in the norms of the constitution after the Jana Andolan II," State Minister for Information and Communications said on Tuesday informing the Press about the Cabinet decisions.According to him, the country is functioning mostly thought the historic declaration of the House of the Representatives
